According to that article, the river wasn't just for decoration...

“They lay a mat out in the ocean to harness the average temperature of the ocean. That water is drawn through tubes back up into the house into the engineering plant, which either takes heat out of the water or cools it off, and then transfers through the walls and the floors of the house. It keeps it a comfortable temperature and very economical.”

It is a 10,700 square foot, 6 bedroom, 8 bathroom house on a 68 acre 'oceanfront parcel' with 1400 feet of shore front at 529 Swanwick Road in Metchosin just outside of Victoria, British Columbia.

I'm not sure when it was built but according to the architect, Marko Simcic's website...

This project received a Canadian Architect Award in 2003 and a Lieutenant-Governor’s Award in 2008.
 

Apparently, it was put on the market in 2007 by its original owner for $24 million.  But according to this Times Columnist article from April 2016, it was last sold in November 2012 for $4,984,000.

It was back on the market in 2015 for $13,250,000.

Then by 2016, it was raised to $28.8 million...

It's now back down...

To $12,888,000.
